One mobile network might supply smartphone usage to metro-train passengers and another network might allow a fireman to download a building floor plan while en-route to a three-alarm fire. The delivery of high-definition video streaming is another area where require- ments may vary considerably from one network to another. Passenger buses may want to display video messages on a static viewing screen while other networks want to provide transportation dispatchers with ana- lytics such as bus speeds and fleet locations. A network that allows its users to access its data, video, and voice assets regardless of their loca- tions represents a true indoor-to- outdoor communications network. The majority of today's networks are not fully able to support mobility, real-time video, and a seamless indoor-to-outdoor experience. The 3.65 GHz band in North America (3.65-3.70 GHz) is becoming increasingly attractive, al- though it does require non-exclusive licensing with the FCC. The useful- ness of the 3.65 GHz band (lower noise floor and better NLOS perfor- mance than 5 GHz bands) is clear. The good news is that the FCC has recognized this and has published a Notice of Proposed Rule Making (NPRM FCC 12-148), with intent to expand the spectrum at 3.65 GHz (proposal is 3.55-3.70 GHz with new rules for interference mitigation). This is welcome news for many wire- less operators. Unfortunately, most existing 3.65 GHz products were only designed to operate in the 3.65-3.70 GHz band, with no option to extend the frequency in the future.
